Outsourcing Vs Off-Shoring: Outsourcing and off-shoring are two different strategies. 

 Outsourcing is handing over non core functions to an outside provider, who may perform these tasks at a lower cost. Companies such as IBM often undertake the IT operations for other big corporations.

 Off-Shoring is getting the task performed at a low cost location, such as India, China, Philippines, etc. 

  For many people from the USA and other developed nations, off-shoring is an emotional issues as it effects their jobs. 

 Both outsourcing and off-shoring may cause lay offs in a given company. If these strategies really work or not depend on several  factors.
